Background

In 2022, G7 Leaders committed to increase the share of their country’s official development assistance (ODA) on employment and skills promotion programmes that is directed specifically towards green sectors and greening traditional sectors. This as part of joint efforts towards swift and just transition to an inclusive green global economy, achieving an equitable green recovery and strengthening global resilience against climate risks. G7 requested the ILO and the OECD to support the process of monitoring and tracking progress on this commitment and subsequently two initiatives were developed:

  • ODA tracking: A tracking mechanism for G7 ODA commitments on ‘green jobs and skills’. This approach would rely on the use of ODA statistics, compiled via the OECD’s Development Assistance Committee (DAC) Creditor Reporting System (CRS).
  • M&E: A lean monitoring and evaluation system for reporting on the impact on green jobs and skills country level programmes. The M&E system would distinguish both technical and financial cooperation intervention models.

Objective

This knowledge exchange will involve the focal points in G7 countries as well as other G7 institutions involved in the project. Selected technical staff from ILO and German development and financial agencies will also be invited.

The objective is to share updates on the current status of the M&E and ODA tracking initiatives, both linked to ILO/OECD support and within G7 countries; as well as share further details on measurement strategies.

The main content will be technical presentations on the G7 green jobs and skills M&E framework, focusing on both ex-ante and ex-post approaches. Representatives from each of the selected pilot projects will then introduce their projects. Lastly, updates will be provided on both the M&E and the ODA tracking initiatives.
